Edward J. Collins, Jr. Center for Public Management (Paxton CIP Study)

The Collins Center for Public Management was established in 2008 by the Massachusetts State Legislature to provide technical assistance to public agencies including cities, towns, and school districts. The Center is dedicated to improving efficiency, effectiveness, governance, and accountability at all levels of government, with a particular focus on state and local government. As part of its mission, the Collins Center assists cities and towns with the development of a Capital Improvement Plan (CIP), among other types of work.
