Summary of the Conflict of Interest Law for Municipal Employees (Reference)

Note: If you work or volunteer in more than 1 town/municipality you can now select both communities so that both Towns have access to see that you have completed the training. Once you are logged into your account click on Profile in the top right corner. Click the box next to "Click here to either change your organization or add additional organizations to your account."  Click on the first community then scroll to the 2nd one.  While holding down the CTRL key select the second community then click update. If you have not filled out your department/agency it will require you to do so. You can list more than one if necessary.  So if you are on the police Department in Worcester, but volunteer on the Planning Board in Paxton you could put PD/Planning in this field. 

All Municipal Employees not on the exempt list are required by state law to complete Conflict of Interest Law Training. 

Who is a Municipal Employee?

You are a municipal employee required to acknowledge receipt of the summary of the law and complete the online training program for municipal employees if any of the following is true:

· You hold any elected office, whether paid or unpaid

· You hold any appointed position, including membership on a board or committee, whether paid or unpaid

· You hold a part-time, seasonal or intermittent position

· You hold an elected or appointed position with an independent municipal agency or district, such as a municipal utility or fire district, or a regional municipal district, such as a regional utility or school district.

Exempt Municipal Employees

The following is a list of positions in Paxton that are exempt from the State Ethics Commission Education and Training Requirements starting in 2023 and continuing until further notice.

  • Poll workers (paid or unpaid)
  • Senior Work-off Employees
  • Seasonal/Temporary Employees of the Recreation Department in non-supervisory roles
  • Library Pages/Circulation Assistant Subs

If you are unsure about whether these requirements apply to you, please contact your employer or the State Ethics Commission.

Please DO NOT send your acknowledgment of receipt or your online training completion certificate to the State Ethics Commission.

What are the required trainings?

I. Summary of the conflict of interest law for municipal employees 

  • Employees should read through the summary provided.
  • An acknowledgment must be signed online at the beginning of each calendar year or at the start of each new appointment. 

II. Conflict of interest law online training program for municipal employees

  • Must be completed within 30 days of appointment/election/employment and must be completed every 2 years afterwards.
